Microsoft Edge
Open Edge and click the three-dot menu (…) in the top-right corner.

From here you can block, allow, or clear cookies for any site.
On mobile browsers, cookie settings are usually found in the phone's Settings app under the browser's name, or in the browser's own settings menu.
